If you know for which version of which system a utility was originally invented,
use the following wording:

utility first appeared in

If the functionality changed very considerably since that time, saying “a
utility” instead of “the utility” may be preferable.
If you don't know where it was originally invented but do know when it was
introduced into the direct ancestry of the system being documented, use the
following wording:
The
.Nm
utility has been available since
.system version .
